Telephone
The best thing to do is to buy a local SIM card plus airtime (see Mobile companies below) and then use that, diverting your foreign cellphone number to your local number. If you are here for more than a couple of weeks, buying a local SIM has got to be the best option.
If you don't want to lose your foreign phone number, you can buy a local SIM and either bring a spare phone in with you to put the SIM in, or buy a 'second-hand' (i.e. stolen) mobile in the market for $20 - $30.
Pay phones
The times when pay phones worked with two kopeika are gone now. Almaty and all major cities are increasingly equipped with decent pay phones using smartcards (debit cards). Smartcards in varying amounts (from 25 to 1450 units) are available from all kiosks. One unit is for a minute of local calling. You can also make international calls and calls to mobile phones.
To use payphones, insert the card with the chip side up and wait until the number of units left on your card appears. Dial the number you need and press the button where lips are drawn as you hear voice on the other end.
Where to make long distance calls
The easiest and most inexpensive way to make long distance calls is with i-Card+ . It allows both to make long-distance international and domestic calls at tariffs cheaper than average and to get reliable Internet access. You can also call at the Central Public Call Office and most post offices but at higher rates. Bring cash, credit cards are not accepted! The Central Public Call Office (Tsentralny Peregovorny Punkt) is located on a hill in front of TSUM department store on Zhibek Zholy and Panfilova. Telephone: 33-09-26. Open daily 08:00-22:00. Also try Central Post Office (Pochtamt) on Bogenbai batyr and Abylai-khan. Major hotels have business centers offering long distance communications and Internet at even higher tariffs.
How to make long distance calls
Dial "8" and wait for a second dial tone for long distance calls, then dial "10", the country code and number you are calling. For example, to call America, dial 8 10 1(country code) xxx xxx xxxx (number). If you are Russian speaking, you can call 070 (for Kazakhstan and CIS codes) and 079 (international codes).
For calls within Kazakhstan and to Russia dial "8" and wait for a second dial tone for long distance calls, then dial the city code and number you are calling. For example, to call Astana, dial 8 3172 (city code) xxxxxx (end number). See our list of Kazakhstani city codes. To book international calls within CIS: 071 or 8 (wait for a tone) 614. To book international calls: 079 or 8 (wait for a tone) 694.

Internet
Public Internet access
Free Internet access is available at the National Library (Abylai khan and Abai), first floor, sponsored by IREX. Hours: 10 AM - 6 PM Mon-Fri. There is always a line. Tel 62-80-95.You have to become a member of the library, which is a useful thing to do as the library has a large collection of book in English and Romance languages. To become a member, you need ID, student card (if a student), 2 passport-size photos and 150 tenge. There is also Internet on the second floor of the library (150 tenge per hour). Open 10 AM - 7 PM Mon - Sat.
Arena: Located Seifullin beyond Gogol, across the street from Kazakhstan movie theatre. Tel 69-68-10. Open Mon-Sat, 10 AM - 9 PM. Internet hour costs 200 tenge.
Elite: Located 4 Utepova at Zharokova. Tel 93-34-50. Open 24 hours, daily. Internet hour costs 300 tenge.
Glotur: Located on the first floor of Ramstore hypermarket (226 Furmanova, north from Al-Farabi), open daily 10 AM - 10 PM. Internet for 7.5 tenge per minute, 450 tenge per hour. Tel. 58-76-24.
The British Council in Kazakhstan: 13 Republic Square. Go down the right hand lane (Baiseitova street) from the Golden Man Obelisk. Open Mon-Sat. Tel: 720111 and 720207. The Council provides free Internet for surfing British educational web-sites only, otherwise you will be charged 400 tenge per hour. To use Internet, you do not have to be a member of the British Council. To become one and make use of its decent collection of classic and contemporary books in English and British videotapes, you must pay the annual fee (1,800 tenge - ordinary membership or 5,000 tenge - video membership). Kazakhtelecom Service Bureau: 100 Zhibek Zholy, western side of the building, near TSUM. Tel 33-44-70, 33-11-50. Open 24 hours, daily. Internet rates: 490 tenge per hour from 9 AM through 6 PM, 300 tenge in all other hours. You can also make long distance calls at the Bureau.
M@trix Internet Cafe: A very nice place with a dozen computers, a good cafe and helpful staff. Highly recommended. Climb the staircase next to the entrance of the Institute's of International Business on 52 Abai and Baizakov. Tel 50-32-50. Open daily 10 AM until the last client leaves. Internet hour costs 200 tenge.
Net-Club Internet: Located 167 Auezov, south of Bukhar zhirau. Tel. 44-87-03. Open 24 hours, daily. Internet costs 270 tenge per hour.
Stalker Internet: 20 Tole bi, east of Dostyk. Tel. 91-20-46. Open daily 10 AM - 1 AM. Internet costs 240 tenge per hour.
Tumar Internet Cafe: Located at Zangar (TSUM) department store at Zhibek Zholy and Abylai khan, between the first and second floors, new wing. 2 computers only. Tel 50-91-59. Open daily 10 AM - 9 PM. Internet hour costs 400 tenge.
